Building the Legacy: Individuals with Disabilities Education Act Amendments of 2004.
Purpose To provide authoritative information about, and training materials on, IDEA and its final Part B regulations.
Source The Building the Legacy training curriculum is a product of the National Dissemination Center for Children with Disabilities (NICHCY), produced at the request of the Office of Special Education Programs (OSEP) at the U.S. Department of Education.
Organization of the Curriculum The training curriculum has five overarching themes (A, B, C, D, and E), with multiple training modules beneath each theme (1, 2, 3, and so on). These themes are:
- Theme A: Welcome to IDEA
The two modules under Theme A look at IDEA broadly, highlighting the top 10 basics of special education and the key changes in the law and regulations brought about by IDEA 2004.
- Theme B: IDEA and General Education
The six modules under Theme B focus on how IDEA aligns with the No Child Left Behind Act (NCLB) and emphasizes access to and participation in the general education curriculum for children with disabilities.
- Theme C: Evaluating Children for Disability
The three modules under Theme C look closely at what IDEA requires when children are evaluated to determine if they have a disability and if they are eligible for special education and related services.
- Theme D: Individualized Education Programs (IEPs)
The IEP is a cornerstone in the education of every child with a disability. The five modules in Theme D examine what the IEP is, who develops it, what this important document must contain, how decisions about a child's placement are made, and how it's changed (as well as remained the same) under IDEA 2004.
- Theme E: Procedural Safeguards
Prior written notice, informed written consent, access to records, dispute resolution, and discipline are critical elements in IDEA. These, and many additional protections, are covered in the three modules in Theme E.

The discussion text describes how PowerPoint presentation operates and explains the content of each slide, including relevant requirements of the statute passed by Congress in December 2004 and the final regulations for Part B published in August 2006. Handouts in English. As mentioned above, the handouts for Module 16 are included in a packet of handouts designed to cover the entire umbrella topic of Theme D on IEPs. If you downloaded the handouts for Theme D prior to August 21, 2007, you will need to download them again, because they now contain the handouts for Module 16! (Sorry about that...) If you haven't downloaded any handouts for Theme D yet, then go back to the top of Theme D and download the handouts file in PDF or as an accessible Word file.

Theme E: Procedural SafeguardsThere are three modules in Theme E, two of which are currently available: Introduction to Procedural Safeguards (Module 17) and Key Issues in Discipline (Module 19). There's one handout file for both modules; be sure to download it. You'll only need to download the separate Resources for Trainers packet for Introduction to Procedural Safeguards. Additional handouts and Resources for Trainers may be added to these files when the last module in Theme E is finalized and becomes available.

To download the quote shows, right-click on the link and save the zipped file to your hard drive. Then double-click on the icon to extract the zip file. You launch the slide show (which is automated and will run by itself) by double-clicking on the PLAY.bat file within the folder itself.
